Then she spoke to Allison Demas, an instructional coordinator in the DOE Early Childhood program about the long delays and backlogs in DOE reimbursement of city PreK providers that have put them into financial peril, and to Dr. Sanayi Canton, an educator who has been trying to establish a community-based education center for 3K and preK students in Harlem for the last three years.
